Green Belt/Forum Highways England have revised their previous opinion on the stability of land running east of the bypass . They now state “ In principle the site could be developed without any adverse impact on the A56 provided that it is planned ,approached and executed properly by an eventual developer at the planning application stage. “ The forum will add this to the list they are preparing for the Planning Inspectorate’s Examination and will continue to monitor all aspects of it.
At the Neighbourhood Plan meeting with Consultants on March 20th 2019 updates were made to the draft Vision and Objectives and Policy themes, and there are ongoing updates to the Baseline, Green Spaces and Key Views documents which will be used in the plan.
The Forum is also working with Aecom who specialise in design guidance and requirements for any new development in site or area. Their charges are covered by a separate grant . The first meeting is on April 1st and the study should be completed within 4 to 6 weeks.

Edenfield in Bloom Presentation of prizes will be on November 2nd 2019 at the Parish Church coffee morning at the Community Centre. On April 8th 7pm DS will present a “Plants for Free” talk on propagating plants .
Data Protection PB will email everybody on the EVRA database outlining developments together with a Privacy Policy
Secret Garden Proffitts who organise the blue chip fund raising at Tesco for this project have asked for a slight amendment to the constitution. They asked for a clause guaranteeing that if EVRA ceased to exist any moneys left would go to a similar, non-profit organisation in the village. This was unanimously agreed. Advice from Richard Lester (solicitor) would be sought regarding the wording. They also asked about a Health and Safety Policy and EVRA have now adopted a standard policy.
Fingerpost Gardens LS has bought some wildflower seeds ready for sowing and the daffodils are starting to bloom. There are now also two trees and two bolted down benches. The question of a village stone at either end of the village was also raised and PB shared an example of stone engraving done by Marshalls.

Cricket Match MW will sort the team out but won’t be there on the day, so a Captain needs to be identified.
Fell Race 10.30 am June 19th . The Cricket Club will be open for refreshments . Volunteers to help set up and race Marshalls need to be identified. JM will see if she can get massage people to come.
Fete AC has contacted the cadets about a climbing wall. The Circus Skills group need about 30sq feet for the half day “ have a go” session for juggling, plate spinning, hula hooping etc . No Fairground Organ and no Bouncalot this year. There will be barbecue, bouncy castle, schools painting competition theme is “Village Fete” , the wheelbarrow of booze raffle , races and competitions.
A stilt walker could be hired at £150 to walk amongst the crowds but this idea was rejected . Turn Village Residents Association also have a stall and SC asked about insurance for the day. DF was able to advise her and she can also contact JJ from Irwell Vale .
Das Ringmasters lead man is available . Stage scaffolding cost discussed. A gazebo is needed for the bar . CD has one or EVRA could buy one.
Treasures’s Report There has been no account activity since last month . Funding from the LCC to help with cost of Poppies centenary activities has not come through yet , and may appear before the end of the financial year.
Any Other Business Rossendale Borough Council have asked for a merger with Blackburn and Darwen, Burnley and Pendle as it is very small . EVRA decided to do nothing at the moment and see what happens.
JM reminded about the Litter Pick on 12th May 2pm starting at the Community Centre.
The Forum Spring Quiz is on April 27th at 7.30 at the Community Centre. They are also holding a raffle at the Cricket Match on June 2nd
